Former Maryland School Aide With HIV Faces 1,500 Years For 119 Counts of Sexual Assault

A former Maryland school aide and track coach with HIV faces more than 1,500 years prison sentence after being accused of sexually assaulting several male students.

Carlos Deangelo Bell, 30, worked at La Plata High School as a track coach.

He also worked at J.P Ryon Elementary School and Benjamin Stoddert Middle School in Waldorf, as well as a track coach at Maurice J. McDonough High School in Pomfret.

He faces 119 counts of sexual assault, according to an indictment.

He is accused of sexually assaulting at least 24 male student between May 2015 and June 2017.

Adding to the assaults was the fact that Bell knew he tested positive for HIV.

Parents discovered inappropriate texts between their son and Bell, which led to an investigation in December and ultimately to his arrest in July.

“A parent observed suspicious text messages on a child’s phone that were sexual in nature,” Sheriff Troy Berry said.

“Some of the evidence found included graphic images of Bell sexually assaulting victims” the Sheriff added.

“Some of the crimes appear to have been committed on school property, and others at his home in Waldorf,” Berry said.

“If you don’t think I’ve asked myself thousands of times, since learning, you’re wrong. It is devastating to us that something like this could take place in a classroom – in a school building where adults are charged with taking care of children,” said Charles Co. Superintendent Kim Hill in a press conference, Monday.

Charles Co. Sheriff’s Office say as many as 10 middle school students were assaulted, seven were identified from videos, and they are actively searching for more victims.

“So far, we are aware of 7 victims,” the Sheriff’s Office stated.  “Sadly, there may be more cases that we are not aware of at this time.”

Bell faces 12 counts of child sexual abuse, 38 counts of second-degree sex offence and 44 counts of filming child pornography, according to the Charles County State Attorney’s Office.

Additionally, he faces 2 counts each of third-degree sex offence and second-degree assault; 2 counts of solicitation of a minor; 3 counts of transmitting or attempting to transmit HIV to another; 5 counts for displaying obscene matter to a minor; 5 counts of contributing to the delinquency of a minor and distribution of marijuana.

All these charges carry a maximum sentence of 1,500 years in prison.

At least two of the students have tested negative for HIV, and investigators claims there could be more victims besides those mentioned in the indictment.

“We still need help from the public,” said Charles County State’s Attorney Tony Covington.  “We still need people who know something about this case to contact the sheriff’s office.”

According to NBC Washington, “Bell was an aspiring fashion stylist who appeared on a reality TV show, a college classmate and six other people who knew him told News4. He was a contestant on the short-lived CBS show “The Job.” He competed, unsuccessfully, in an episode that aired in 2013 for an editorial assistant position at Cosmopolitan magazine.
