Why Is Congress Even Debating Funding Planned Parenthood or Susan G. Komen’s Foundation?

Following the video exposing Planned Parenthood’s sale of murdered babies’ body parts, Congress cancelled a vote on breast cancer research. The obvious question is where do they get the authority to fund such research in the first place? It doesn’t come from the Constitution.

CNN reports:

House Republican leaders canceled a vote on Tuesday on legislation that would have created a commemorative coin to raise money for breast cancer awareness, after some House conservatives raised concerns the coin sale funds would be used to support an abortion rights group at the center of a controversial new video.

The bipartisan bill directed the Treasury Department to mint a new coin and send some of the proceeds from it to the Susan G. Komen for the Cure and the Breast Cancer Research Foundation. But shortly before the vote on what many considered a non-controversial coin, several anti-abortion rights advocacy groups launched an effort to defeat the measure. They argued the Komen Foundation supports programs run by the Planned Parenthood Federation of America, a group that provides women’s health care, including abortion services.

“Komen has had a close connection with Planned Parenthood for a number of years and some folks hadn’t realized that,” Kansas GOP Rep. Tim Huelskamp told CNN. 

Remember that the next time you want to support anything to do with Susan G. Komen, including purchasing products that support her organization.

Of course a statement from Planned Parenthood’s vice president Eric Ferrero claims that the video is “heavily edited.” Whether heavily edited or not, the video is clear about what Dr. Deborah Nucatola, Planned Parenthood Federation of America’s Senior Director of Medical Services, was involved in, and it’s illegal.

Other outspoken defenders of life have also given voice to the unborn.

Senator Rand Paul (R-KY) sent out an email following the release of the video urging support for defunding Planned Parenthood and is planning to advance a bill to defund the organization next week.

“Where is the media now?” he asked. “Where’s the storm over this video that shows this Planned Parenthood executive bragging about performing banned partial-birth abortions and selling babies’ body parts for profit? Where are all the hard-hitting questions to pro-abortion Democrats about their support, with taxpayer dollars, for this kind of madness? It’s time for pro-lifers to take a stand. It’s time to defund Planned Parenthood.”

Senator Ted Cruz (R-TX) also called for fully defunding Planned Parenthood. In a written statement, the Texas senator said, “Congress should immediately begin an investigation of Planned Parenthood’s activities regarding the sale and transfer of aborted body parts, including who is obtaining them and what they are being used for.”

“There is no place for taxpayer funding of organizations that profit from taking away innocent life, much less profiting off the bodies of the lives they have stolen,” he added.

Senator Paul added, “Congress holds the power of the purse. So this is one measure Congress can take now — even with President Obama in the White House.”

This is true, but they do not hold the power of the purse to spend unconstitutionally, and Planned Parenthood and the deal with the Komen Foundation is not within the scope of authority of the federal government. It has been usurped. In addition to Cruz’s comments, there is no room in the federal government for funding any privately owned organizations at all, whether they are murdering babies or not.

Even Republican Governors Bobby Jindal (R-LA) and Greg Abbott (TX) have called for investigations into the paid hit squad known as Planned Parenthood.

However, we should remember that Congress has limited authority to write laws and that includes bills that fund such things as Planned Parenthood. Among those enumerated powers of Congress, there is no authority granted to be funding any privately owned organizations, especially those engaged in murder. Additionally, since the Congress is limited in its authority concerning this matter, so is the President in signing any bill or any funding of unconstitutional spending.

While many appeal to the General Welfare Clause in the Constitution, it doesn’t provide for funding privately owned organizations anymore than it does force Americans to buy health insurance.

So, why the debate? Why not simply appeal to the very thing these guys took an oath to uphold? If they simply defunded these various organizations that latch onto the government teat, America would be the better for it, don’t you think?
