Clearwater County, MI — While most parents of school children in the United States will take comfort in knowing a police officer is at their child’s school, all too often, school cops are caught committing the vilest of offenses. As the following case out of Clearwater County, Michigan illustrates, “protection and safety” are the last things the students of Bagley High School received from their school cop.
Neil Dolan, 34, who was a deputy with the Clearwater County Sheriff’s Office, was charged in 2019 with multiple counts of criminal sexual misconduct after a 9th grader came forward and told investigators that this armed man, in his full police uniform, forced them to have sex with him inside the school office. His alleged victim was just 15-years-old at the time of the assault.
Since then, another 14-year-old girl came forward with similar accusations and this week, Dolan pleaded guilty to first-degree criminal sexual conduct, and second-degree criminal sexual conduct for the rape of the two children. Another second-degree criminal sexual charge and a third-degree criminal sexual charge were dismissed with a plea agreement, according to the Bemidji Pioneer.
The Pioneer reports:
According to two criminal complaints, one filed in November 2019 and another with additional charges in March 2020, Dolan groomed students at Bagley High School and would offer snacks, treats, drinks and other incentives to students while in his office, where he would often lock the doors and cover the windows.
He would communicate with a number of students via Snapchat, including sending photos of his penis. Snapchat is a messaging app where photos and messages only appear for a certain amount of time unless they’re saved or screenshots are taken.
The complaints state that two students, when they were 14 or 15 years old, spanning from 2016 to 2019, were assaulted in Dolan’s office at the school. Both students asked Dolan to stop. Dolan would then ask them not to tell anybody, saying he could get in trouble.
At the time of his arrest in 2019, Clearwater County Sheriff Darin Halverson said this caught the entire department by surprise as Dolan has been with them for nearly a decade. The sheriff told reporters that there were no signs of misconduct on the part of Dolan, who plays other roles in the Clearwater County community, including emergency manager and football coach, according to the Pioneer.
But this was simply not true. According to other court documents, Dolan’s sexual misconduct with students dates back nearly a decade. In 2012, a school employee “walked in on Dolan when a seventh-grade student was straddling him while seated in a chair in his office. Following that, the document alleges, Dolan put paper in his office windows and later moved his office to another part of the school. Dolan remained employed at the school until he was arrested in the fall of 2019.”
What’s more, according to the court documents, this serial predator had more than a dozen victims throughout the school district and when he worked as a Many Point Boy Scout camp program director.
According to court documents, during his role as camp director in the summers of 2015-2018, Dolan sexually assaulted a child each year. At times, according to the documents, Dolan held a boy down, pinning him onto a bed and attempted to rape him. Despite these accusations, Dolan remained employed at the school and allowed to continue preying on children.
On July 12, this monster will be sentenced for his crimes. The maximum penalty for first-degree criminal sexual conduct is 30 years in prison, a $40,000 fine or both. The maximum for a second-degree charge is 25 years in prison, a $30,000 fine or both. Hopefully he gets the maximum and is never allowed around children again.
Sadly, however, in the land of the free, child sex abusers get far less time in jail than people caught with a plant. Disgusting indeed.
