Democrat Regime Funneled Millions to Terrorist Group CAIR Through Shadow Pipelines, Hid Paper Trail
The Hamas-linked Council on American-Islamic Relations (CAIR) has been named a terrorist organization in Texas and Florida and the UAE.
- CAIR was identified by the U.S. Department of Justice as an unindicted co-conspirator in United States v. Holy Land Foundation, the largest terrorism-financing case in U.S. history.
- Evidence admitted at trial established that CAIR emerged from the Muslim Brotherhood’s U.S. Palestine Committee, a Hamas support network.
- The Muslim Brotherhood “Civilization-Jihad” memorandum, entered into evidence, explicitly described the mission of Brotherhood-linked “legal” organizations in the U.S. as destroying Western civilization from within — language you quoted accurately.
- CAIR’s founders and leadership (Omar Ahmad, Nihad Awad) were present at or tied to the 1993 Philadelphia Hamas/Muslim Brotherhood planning meeting secretly recorded by the FBI.
- Federal prosecutors and the trial judge refused to strike CAIR’s co-conspirator designation, finding the evidentiary record fully supported it.
- The FBI formally severed outreach and cooperation with CAIR because of unresolved evidence linking it to Hamas.
- CAIR functions as a political, legal, and media front organization advancing Islamist objectives aligned with Hamas ideology while operating inside U.S. legal protections.

City records show repeated full-time placements built CAIR-NY’s volunteer network, data operation, marketing and school and mosque outreach. The radical Islamic chapter remains an official NYC Civic Corps partner.

According to the city’s own records, a full-time NYC Civic Corps member inside CAIR-NY managed 37 legal-services volunteers, handled the organization’s data, created its marketing materials and planned outreach into schools and mosques.
NYC Service praised the same placement for organizing “large-scale community outreach” and facilitating “anti-Islamophobia” programming.
This was not a random volunteer who wandered through CAIR-NY’s door. A review of city records, CAIR-NY videos and its own financial report shows the organization has repeatedly drawn full-time members from New York’s publicly backed national-service system.
At least two Civic Corps members served inside CAIR-NY in different years. One appeared directly on its staff roster. NYC still lists CAIR-NY as an official nonprofit partner today.

This was not an ordinary neighborhood charity.
Federal prosecutors placed CAIR on the Holy Land Foundation case’s list of unindicted co-conspirators and joint venturers. In 2009, a federal judge refused to strike CAIR’s name, writing that prosecutors had produced “ample evidence” establishing CAIR’s associations with the Holy Land Foundation, the Islamic Association for Palestine and Hamas.
A Justice Department inspector-general report says the FBI restricted formal, non-investigative outreach with CAIR based partly on trial evidence “linking two known national CAIR leaders to Hamas.” Crucially, the FBI restrictions extended to contacts with local chapters—not only national leadership.
Texas went even further in November 2025, designating CAIR a “Foreign Terrorist Organization” and “Transnational Criminal Organization” under state law. The contested state action is not a federal terrorist designation.
None of that stopped New York from keeping CAIR-NY inside its capacity-building program—or publicly celebrating the results.
Full-Time Operational Support
NYC Civic Corps members work roughly 35 hours a week for ten months inside participating organizations. NYC Service openly advertises them as “capacity-building support” for volunteer recruitment, community outreach, program development and organizational infrastructure.
The 2025–26 program operating when NYC published its CAIR-NY profile advertised a $24,500 stipend, a $5,176 education award, healthcare, an unlimited MetroCard and more than 150 hours of professional training.
In 2022, CAIR-NY introduced Samuel Croce as “our NYC Civic Corps member” while highlighting its canvassing across New York City. Its annual report placed him on the organization’s staff roster and separately disclosed $4,000 in “Civic Corps Fees.”
Years later, NYC Service celebrated another placement inside CAIR-NY’s 11-person operation. That one full-time member recruited and managed 37 volunteers—more than three times the organization’s listed team—while handling its data, marketing and school and mosque outreach.
New York City is making its priorities clear through its budget: taxpayer-backed programs are being used to support radical Islam and expand its reach across the city.
